Can't Recover Deleted Items

I deleted an E-mail message from my Inbox. It went to my Deleted Items
folder. I then emptied my Deleted Items folder. I realized that a message
that I emptied from my Deleted Items folder was one that I needed. I went to
Tool (while in the Deleted Items folder) and looked for Recover Deleted
Items, but it is not there. Is there a way that I can get Recover Deleted
Items added as an option?

This option is only available under the following circumstances:

1. You are using Outlook as a client for an Exchange Server
2. Your Exchange Administrator has enabled Deleted Item Recovery.

If you do not see this option, then one or both of those conditions is not
true.

if you don't have exchange server, you can't use recover deleted.
