Can't Reach Windows Update from Help and Support

After installing XP Service Pack 2, I can't get to Windows Update from Help
and Support. I get the message "Internet Connection is Required", even though
connected to the internet. The workstation has no modem or dial-up
connections.

If I click connect, I get the message "Internet Connection Could Not Be
Established There was a problem in connecting to the Internet. To attempt to
connect again, click Try Again." even though I am connected.

I get a similar message while trying to add a pop3 connection to Outlook.
This started with SP2.
