Can't Open Outlookexpress attachments

I am using Outlook express 6. found out that I can't open all the
attachemnts of the incoming emails. Looks like there are rules setted to
restrict me to open them. However, under Tool/ Message Rules Tab its all
empty (no rules setted). How able I able to open these email attachments?

Please look under Tools - Options - Security. Clear the checkbox for "Do
not allow attachments ..."
