can't open my computer, ect.

When I try to open up my computer, control panel, recycle from the desk top
or from the start menu all I get is music starting to play then in a few
seconds it stops and nothing happens, All other programs and files open fine.
Anyone know what might be wrong?
 
See if you have any Sound Events set. Open Control Panel > Sounds and Audio Devices > Sounds >

Verify Explorer & Windows sections.
