Can't open attachmnts from POP3 acct. forwarded to Outlook 2003(VI

I created a POP3 account to forward my Yahoo Plus email account to OUTLOOK.
I am able to send and retrieve emails. However, I cannot open attachments.
I read through some fo the community questions, and noted a suggestion to
tools>options>security> deselect .....dangerous attachements.

I do not have that option in tools.

I am running Outlook 2003 on Vista.

What happens? Any error messages? If so, what is their exact text?
