yahoo pop3 outlook 2003 doesn't work?

I am trying to get my yahoo pop3 account to work through outlook 2003.
I have tried all the instructions and it still does not work. Any ideas?

You can't do it unless you have either a paid-for yahoo.com account, or
a free Yahoo.uk account.
