can't log on as administrator

I cannot log on as administator anymore, only as a limited user, I think it
is because I have been infected with some spyware. Everytime I boot-up there
are about 5 panes of the same website (somewhere in holland??) that
automatically start up. When I go into user accts, the only acct that shows
up is the limited use acct , does not show administrator. Even when I try to
log in at the start up screen, it does not recognise passwords. If I go into
safe mode, I can log on as administrator, do everything I need to, but as
soon as I go back to normal mode it only sees the limited acct. What can I do
in safe mode to help.

Log-in to Safe Mode and run all you cleansing programs: VirusScan, Spy
Sweeper, etc.

Windows XP what? Home, Professional, Media Center, x64, Tablet PC Edition?

Have you tried getting rid of the malware? If so - what have you done?

I am running xp home. I havn't been able to download any spyware or virus
scan because of the admin. rights problem. And in safe mode I can't get on
the internet, I don't know if that is the way it is supposed to be?

Tried 'Safe Mode with Networking'?
Also - when you log in as administrator in Safe Mode - have you changed the
password on the other account and made it an administrator?

I have not tried safemode with networking yet. But I have changed the user
acct to admin. privelages, but as soon as I go back, it just won't see the
changes.
