Can't load Windows XP

Basically at the moment i can't load up windows or safe mode due to a reg
problem, and i need help in figuring a way to copy c:\windows\repair\system
to c:\windows\system32\config

My xp disk is buggered so i can't get into recovery console, and for some
reason my boot disk (win98) wont give access to my c:\.

I can't think of a way to gain access, i tried with a win 2000 disk however
the origianl solution to fix the reg problem led to the classic "No
administrator password" so i can't use that for recovery console either.

Anyway is there some method i'am missing or forgeting any help is appreciated.

Regards Mike
