Cant install SP4 to 2000 server

Every time I try to install SP4 to our windows 2000 server with Exchange
2000 installed, it starts to install and then I get an error. It tells me
that netstat.exe is in use or an application is using it. I have stopped
all services and looked in task manager and still cant install. I have
tried in safe mode and it still doesnt install. What can I do to get sp4
installed?

Check the permissions on that file and make sure that you have rights to
change it.
