can't get rule in outlook 2003 to work

I just went through a full recovery of my windows XP and had to reload my
Office. I'm resetting up my email accounts and I set up a rule to move an
email with a particular subject (You have an order) into a specified folder
(orders) and to play a sound and display an alert. However, the rule is not
working. When the email comes it the specified account, it just goes to the
inbox and it won't move the email to the specified folder, it does not
display the alert, and it does not make the sound.
What's wong?
