Can't get Macromedia Flash Player 8 to install

When browsing in IE 6.0 with latest cumulative security patch applied I
frequently get the following information bar:

"This site might require the following ActiveX control: Macromedia
Flash Player 8 from Macromedia Inc. Click here to install...."

When I click to install nothing happens, it doesn't install. I've also
tried downloading from their Website with no success.

In Tools -> Internet Options -> Advanced, the Enable Installation on
Demand (Internet Explorer) box is checked.

Using Windows Explorer ( w/ Hidden, System & Protected ) shown
navigate to C:\Windows\Downloaded Program Files
Locate the following 2 items, Right Click and take "Remove".
1.) Shockwave ActiveX Object
2.) Shockwave Flash Object
Then go to the Test/Install page for Shockwave & Retry:
http://www.adobe.com/shockwave/welcome/
**Install the ActiveX for test/install to function.

I followed your instructions; however those two items are not there.
What else can I try?
