Can't format a WD SATA II drive

I installed a 250 GB Western Digital hard drive in a dell Dimension 8300, as a
second hard drive (i.e. not as a boot drive).

I then ran the WD Data Lifeguard Tools (from my boot drive), which
then (said it had) partitioned and formatted it. When I
went to use the drive, Windows told me it wasn't formatted,
offered to format it, then delivered an error message saying that it can't be formatted.

I then tried Data Lifeguard Tools again, and the program
hangs (this has happened several times, with me rebooting
each time).

Advice/help appreciated.
