Cant create/delete internet dialup connections in XP sp2

1)After installing the sp2 update i cannot delete my old internet dialup
connections...When i click delete there is no response and the dialup
connections remains there...

2)As administrator i cannot create new dialup internet connections...After
filling up everything in the wizard i get the message "unable to create
connection probably lack of disk space or memory"

3)the sp2 iexplorer.exe takes up a lot of space now 33000-88000K...?
