Can't connect to server to send/receive email

I am running Outlook 2003 and for the last few weeks have been unable to send
or receive email. When attempting to I receive the following message:

Task 'Shoalhaven - Receiving' reported error (0x8004210A) : 'The operation
timed out waiting for a response from the receiving (POP) server. If you
continue to receive this message, contact your server administrator or
Internet service provider (ISP).'

I am also running the same software on my laptop and it works fine. I've
checked the details and everything is setup the same, so why can we
send/receive on the laptop and not the desktop????
I did see the advice about uninstalling Nortons but wondering if I do that
can I reinstall it and not have the same problem happen again? I don't like
the idea of being so unprotected whilst online.
