Cant compose Russian fonts on hotmail

When I set the language bar to Russian I get symbols when
I try to compose e-mail. I can compose on notepad/word.
Copy and paste to the page and it works.example here: I
am typing russian "?@825B",it should be reading "Привет".
Also if i use chat program such as ICQ it will print
crillic in the message box, but when I send it, it is
unreadable to the recipiant.Ithas worked fine before, but
now is a new problem, please help me fix this problem.

Is this a sudden, new problem? Has composing in Cyrillic ever worked on
Hotmail in IE?

I have been able to compose messages on hotmail using
russian language, now I cannot.

End the encoding settings [e.g., Cyrillic (Windows)]?

Any new software added or upgraded just before the problem began (e.g.,
anti-virus, security suites like NIS)?

Windows version?
