Can't change regional setting

I try to change "Language for non-Unicode programs" from English to "Chinese
(Hong Kong S.A.R.) but it give me error "Setup was unable to install the
chosen locale. Please contact your system Administrator". I also tried to
change to "Taiwan" one as well, but still the same. But some other one work.
I just have no idea why I can't change to certain unicode. Any advice will
help.

You'll probably need the Chinese/Japanese IME installed to do this.
