Can't add new user

My WinXP Home Ed is set up with only one user account
which has admin priviledges. The account name is "Sam"
and is password protected. Under C:\Documents & Settings
the files for this account show up under "Owner" and
there is no sign of "Sam". I don't know why.

I've tried to add a new user via the Control Panel\User
Accounts. It seems to accept the new name, then when I
try to restart and log on I see the new account name on
the Welcome screen but when I click on it the PC churns
for a few seconds then returns to the Welcome screen.
Also I don't see any sign of the new user name in the
C:\Settings and Documents area.

Anyone have any suggestions?
Thanks

It is failing to get as far as the point where it creates
the new profile for the new account, or it fails in the
process of creating it.
That is why the login fails and goes back to Welcome.

The Owner profile is likely the original name of the
account that you now use. When an account is renamed
the profile folder keeps the original name.

We need more info to figure why the new accounts do
not work.

Good question. It may be hard to figure that out.
You might start by examining the event logs for
any info timestamped during login attempt.
