Can't access tools-internet options

When trying to go into internet options I get error "Operations canceled due to restrictions on computer". What is causing this. I am on W2K, my login is in Administrator group. I don't get this error if I login as Administrator.

Also I can access internet options from the help link or the privacy report but the "home page" is grey and not accessable. I created a new login as a power user and it didn't have the problem. What have I done on my login?
