Internet Options

I cannot access Internet Options under the Tool menu on
my home PC. I get the following message:

RESTRICTIONS
This operation has been canceled due to restrictions in
effect on this computer. Please contact your system
administrator.

How can I resolve this and gain access?

this month and I neglected to correct the URL in my files.

Spybot S&D has a setting preventing a malicious page from setting itself
as your new home page. Run Spybot, then on the immunize screen deselect
the bottom box.
