cant access page

This may be a bit complicated for this page but I need help. Have NortonSystemWorks 2003- got message saying cant do one button check-up-expired- then got Security Alerts up the gazoo! Followed instructions to uninstall and reinstall( 4 times I have done this) and it continued to send alerts. Here's the kicker: tried to go to tech support at symantec and I get the "cant access this page" message times 5 days. Getting same message when I try to access any other support site I can use. Before I pay for a landline tech support
Checked my IE it is at 6.0.2800 xpsp2 w/ Q832894 and Q330994( do not know what this means) but am wondering if I have missed some crucial updates; that perhaps my system is so compromised that Norton continues to protect in the background??

It may be a HOSTS file problem.
Look also for a file named HOSTS (no extension, could be hidden) rename it
OLDHOSTS.

If you did not create the file, then you may have parasites, or you are
using a web accelerator program that would be causing this problem.
