Can't access Admin Properties

Hi,

I made a post about this last week and the reply I got
didn't help me resolve the problem.

I can't access certain Admin properties even though there
is only one user on the computer which is me. I can't
access Command Prompt, it says it has been diabled by the
administrator. Also, I can't access System Restore, it says
it's been disabled by Group Policy. I tried running gpedit
and enabled "turn off system restore". Then restart, and
set it back to the default. Still, I see no System restore
tab under "My Computer" prperties, and I can't access
system restore from any where else. I think I've tried
almost everything. I restarted in safe mode and tried
logging in using the built in system Administrator, but
when I click on the password field, leave it blank, and hit
enter it says "Did you forget your password? etc." I read a
few posts and all of them say that the built in Admin
account doesn't require a password, meanwhile it's asking
me for one. Can anyone give me a suggestion on how to fix
this, or restore my Admin properties to what they should
be. It's very annoying when I have to access certain files
which require Compilation using Command Prompt, and the
computer won't let me access it. When I try to access it,
it runs, but the text I see is "The command Prompt has been
diabled by your administrator. Press any key to
continue..." When I press any key, it closes.

Any and all help will be greatly appreciated.

channel that constitutes your join fails for any reason, and there is no
other local Administrator account, you must restart in safe mode to fix the
problem that is causing your join status to be broken. ]]
