cannot view TIFF's in Windows Picture and Fax Viewer q319196 & q32

I am having a problem viewing TIFFS with Windows Picture and Fax Viewer that
contain private TIFF tags (they are in the range of 33,000+) Windows Picture
and Fax Viewer responds "no preview available." This is on a xp sp1 machine.
Upgrading to xp sp2 is not an option at this time, but is there a hotfix to
correct the handling of the extra tiff tags? If the Windows Picture and Fax
Viewer was truely meeting the TIFF specs for compliance, it *should* discard
any tags it doesnt recognize. It shouldn't error out as it is now.
