Cannot Shut Down After Logging Off then Logging On

Hi. I'm running Windows XP Pro with all up-to-date patches
and updates. I have a problem where the computer will not
shut down or restart if I had previously logged off then
back on with another account. For example, I have 2
profiles. I am logged into Profile 1 then log off and log
into Profile 2. If I go to the Shut Down menu and click on
SHUT DOWN or RESTART or any other option, the computer
does not do anything. It just sits as if nothing happened.
If anyone can help, please let me know. Thanks in advance.

Press Control Alt Delete. Disconnect user. Are you sure? Yes.
Click on shut down. Now you should get the Standby, Restart, and
Shutdown prompts. This time they'll work.

There is no DISCONNECT USER option. When I press CTRL ALT
DEL, I have the 6 options of LOCK, LOG OFF, SHUT DOWN,
CHANGE PASSWORD, TASK MANAGER, CANCEL.

Then you've got a corrupted user account. At the point where you try
to log off and the system won't allow it, usually means that the
system "thinks" another user is likewise logged on.

Try booting to safe mode, log on to the administrator account, copy
the corrupted user profile to a new one that you created, and then
delete the corrupted profile. Boot back to normal mode and try to
log off again.

It happens to any account I have on my computer. I
wouldn't think that all my accounts are corrupt. I found
out yesterday the computer will actually go into HIBERNATE
or STAND BY if chosen, but will not do RESTART, SHUT DOWN,
or LOG OFF. Again, this problem only happens after I log
off of one account and sign back in to the same one or
another one. If you have anymore ideas, I'm open to them.
