I Cannot send mail on my new windows mail account. I have been working with a
website designer to try to solve the problem, but we seem to be going round
in circles. Please could you help me.

An unknown error has occurred. Subject 'new email', Account:
'mail.neptunesix.com (3)', Server: 'mail.neptunesix.com', Protocol: SMTP,
Port: 25, Secure(SSL): No, Error Number: 0x800CCC0B

"Unknown" errors are usually caused by interference from a non-
compatible antivirus program. Which antivirus are you running?
As a minimum, email scanning in the antivirus must be turned off,
although that may not be sufficient to eliminate all bad effects.
In a worst case scenario, your antivirus may need to be uninstalled.

Email scanning in any antivirus must be disabled, for reasons
explained here:
http://thundercloud.net/infoave/tutorials/email-scanning/index.htm

If no improvement after disabling email scanning, consider upgrading
to Windows Live Mail, because it is less prone to suffering bad effects
from overly intrusive antivirus programs:

Note that sending through a port 25 SMTP server not belonging to
your ISP can be problematical, but your error message does not reflect
that (yet). It may be that when the AV issue is resolved, you will get
an error saying something like the connection to the server failed.
If that happens, post back here.
