Cannot send group email, sits in Outbox

I just got a new laptop, and transferred my Outlook Express 7 addresses
to my Windows Mail. I am used to sending group emails to my preschool
parents. My group email has 88 email addresses.
Now, in Windows Mail, I CAN'T send a group email. I compose the email,
and BCC my group. On my old laptop, with OS XP, I had NO PROBLEM. With
Vista and Windows Mail, it stays stuck in my Outbox and gives me the
following message (below). My ISP is Telus, and I have called them,
they have looked everything over and we've tried EVERYTHING, changing
ports, changing it to secure authentication. I even uninstalled my
Anti-virus. NOTHING WORKS. My laptop is 5 days old. My operating
system is newly updated. Can someone please help? I've read all the
posts and none apply to me.
