Cannot Run Security Update Q813951 in SP2

I am having problems reading web mail and accessing some web sites like
Symantec.com when running live update. I investigated and found an MS
Knowledge Base article that exactly discribed my symptoms and it directed me
to run Security Update Q813951. I tried to run it but received the error
"Cannot run this update without first installing Internet Explorer Service
Pack 1." I thought SP2 would have all the SP1 updates plus the newest
updates. How can I apply the Q813951 security patch to fix my problems with
Internet Explorer with Windows XP SP2 already installed?

The error message is telling you that you have a later update already
installed which supersedes 813951.
