Cannot open Control Panel, Windows Explorer or Internet Explorer

I have been unable to open and use Control Panel, Windows
Explorer, or Internet Explorer. Other third party
programs work fine, but when I try to open any of the
programs that came installed with the operating system, I
just get the hourglass symbol for a brief while and then
the hourglass goes away and the program has not opened. I
have tried installing Windows XP Service Pack 1 and 1a,
and this did not help.

Any suggestions?
