Cannot install Outlook 2003 Translator

I tried exporting contacts to a CSV file and was prompted
to install the Office Outlook Translator. In the middle
of the installation, I get an error message: "Error 1311.
Source file not found: C:\MSOCache\All Users\90000409-
6000-11D3-8CFE-0150048383C9\L4561412.CAB Verify that the
file exists and that you can access it." Well, the file
does not exist, even when I run a complete reinstall of
Office. Any suggestions on how to get a copy of this
missing file?
