Cannot Import Export ... Run OL Setup again....

I'm in OL2002, have run SP2, but have always had this
error. When I select Import/Export I get the following
message: "The Import and Export command is not available.
Run Outlook Setup again to configure Import and Export
correctly." I go to install/uninstall the Office XP Pro
suite, select all the Import/Export features. Does not
help. Reinstall - helps for one instance of OL running
(I can import/export). Next time I open OL I get the
error again. I have completely uninstalled and
reinstalled the suite, applied every update available.
Does "Setup" occur somewhere else?" Any suggestions?
