Cannot get W2k Server to join workgroup... PLEASE HELP

I have done the following:

1. Go to control panel
2. Open System Icon
3. Select Network Identification tab.
4. Press Properties button
5. Entered a computer name.
6. Selected radio button for Workgroup
7. Entered the workgroup name for the workgroup
I want this W2k Server to be a part of
8. Rebooted computer
9. Logged in
10. Opened 'My Network Places'
11. Opened 'Entire Network', pressed 'entire contents'
link.
12. Opened Microsoft Windows Network
13. Opened the workgroup icon for the workgroup this
W2k server is supposed to be a part of.
14. Got the following message...
<workgroup name> is not accessible.
The network name cannot be found.

This is particularly irritating since all the other windows 98 and windows
xp systems in that workgroup have no problem joining it.
Whenever I set up a new system it just works.

Further confusing me is that this server is working fine w/r/t network
connections. I have it set up as an anti-virus server, an IIS server and it
is working OK.
I have no problems connecting to any network resource except the workgroup
that this server is supposed to be a part of.

Anyone know what bug or 'hidden feature' is causing this?

have Netbios enabled? But the bigger question is why would you want to use
a workgroup when you have a server? You can create a domain instead and
provide better security, centralized administration, etc. etc. It seems
like a waste of a server license NOT to do this.

Yep. I have NETBIOS enabled.

I don't want to create a domain because we run a mixed environment of Unix,
Linux, and Windows clients and servers.

I don't want to start a war, but in our shop, Windows isn't at the top of
the foodchain and doesn't get to control security, administration, etc.
We have 1 domain, and that is for a SQL Cluster and wouldn't have that
except that it appears you need a domain in this instance.
That particular domain sits in a corner and has only the Cluster members.

I just want a flat peer-peer workgroup of Windows workstations and servers
so resources can be shared.

I still cannot understand why everything seems to work except for this
server being part of the workgroup?

Further suggestions welcomed.
