Cannot find MSACCESS Database

Originally installed MSACCESS as part of Office 2000. Recently upgraded to
Office 2003 (Student version), and made the selection to hang on to the
original MSACCESS during the installation process. It seemed to successfully
do so (Icon's available and program does partially start). However, when
trying to start MSACCESS now I get the following error (even though the
MSACCESS window does partially load in the background):
'Can't find the database you specified, or you didn't specify a database at
all. Specify a valid database name in the command line, and include a path if
necessary'
(Sidenote. I also did the same procedure with MSPUBLISHER during the same
install, from the original Office 2000, and it's working fine)

How are you starting Access? Is it a shortcut on the desktop or in the
start menu to start msaccess.exe, or is it a shortcut that opens a specific
database?

To diagnose the problem, first find msaccess.exe.
For Office 2000, it should be located in:
C:\Program Files\Microsoft Office\Office
If you don't see it there, use Search/Find in Windows Explorer to find it.

When you have found it, double-click on it and Access 2000 should start.
Then click File>Open and try to open your database mdb file.

If all this works, then make sure that:
a) all shortcuts that simply start Access point to the true location, and
b) any shortcut that opens a particular database has a target like:
"<path>msaccess.exe" "<path>your db.mdb"

Unfortunately yes, I am opening, or at least attempting to(!), open it
directly from the .exe file within the Office folder, no shortcuts.
