Cannot open Linked table Manager

We did a fresh install of Microsoft Office 2000 professional on an XP
machine.
We link one msaccess table into another simple msaccess database. The link
seems to be successful. We can open and view the data.

If we try to open the Linked Table Manager, we get the following error:

ActiveX component can't create object.

I have never seen this before. I have tried different attachments. We did a
re-install of Office... there were no service packs on it.

Any help would be appreciated,
