cannot file server or dns error

This seems like a dumb error.
Friend's pc - Win98 IE6 - can connect to ISP, but cannot
view a web page.

I suspect program running in background, but cannot
identify it. When I click on Control Panel, the dial up
connection box opens.

When I click on IE6 to open, 3 times the dial up
connection dialog box flashes.

Hmm? Please help

1. If you have recentely installed a Firewall program
make sure that IE has permission to access the web.
2. See if you are picking up a DNS# from your ISP.
When You are connected click on the start button
& goto Run & type winipcfg this will show you your IP#
and the DNS#. Check with your ISP to make sure this #
is a valid server #.
3. Sometimes I would try a static DNS# from a known server
in my dialup to test with. (65.32.1.65 or 65.32.1.70)
(these are road runners DNS servers).
4. If you have a network card installed on your machine
make sure that DNS is disabled in the TCP/IP section
of Network settings in the control panel.
