cannot enable cookies even dell can't figure this out

my computer cannot enable cookies on certain sites such
as hotmail. I have tried all the options under internet
options including advanced settings and allowing all
cookies. I even set it so that it should allow for
cookies from hotmail, but it still won't. I use that
latest version of ie and I just bought my dell laptop in
november, but since day one I haven't been able to enable
cookies. I use mc afee as an anti virus. any
suggestions including on how to get a new computer from
dell would be greatly appreciated.

I had the same problem and this worked for me

Empty temporary internet files and check the box when prompted with "delete all offline content"

That is it

It does not make sense but it worked for me.
