cannot download any files using IE 6

I don't know what I've done to my security settings, but
my IE 6 will NOT download or save any files... even from
my own website. I checked my Tools, Options, Security
and changed it to Low, just to see and that doesn't help.
It may have something to do with my temporary Internet
files folder size. I try to change it at Tools, Options,
General, Temporary Internet Files Settings and it will not
let me put anything in there above 0. I try moving the
bar to the right - and it jumps back to left. I type in a
number and I get: "Please select a value between 1 and 0
for how much disc space temporary internet files may
use". No matter what I put in, it says the same thing
when I hit OK. The only way to close that box is to hit
Cancel. Any sugggestions?
