Cannot create VPN connection anymore

I once had a stable, useful VPN connection to work. One day the icon
disappeared, and when I went to reconfigure for a new VPN connection, the
options are greyed out. That is, I following the instructions on how to
create a VPN--create a new connection | connect to the network at my
workplace--the option for VPN is not selectable (incidentally, neither is
dial up). I unfortunately have no idea what changed. I have uninstalled SP2
because of the bad press about VPN and SP2, but still no improvement.

I am running XP Home with SP1 and several Hotfixes on an AMD Athlon 2200+
with 512MB of memory and plenty of HD space. I connect without a glitch to
the internet via a netgear router and cable modem. I have opened and
forwarded port 1723 to the machine I am using to try to make the connection.
