Cannot connect Outlook 2003 to exchange 2003

I am trying to add a new user mailbox and once I have created the mailbox and
set up outlook to connect to the exchange server, I open Outlook and get an
error saying cannot open the default folders and then Outlook closes, any
ideas?

claims that if you get this message, it invariably means that the Exchange
server is down--which might also equate to not being able to connect to
it.....
