Cannot connect client to TS

How can I connect a Client with no admin rights (local or server)
using RDP to a Terminal Server?

Error:

"The remote computer disconnected the session because of an error in
the licensing protocol. Please try connecting to the remote computer
again or contact your server administrator."

Terminal Server System Log Entry:

Source – TermService
Event ID – 1004
Description – The terminal server cannot issue a client license.

Client Info:

Domain user logged on an NT4 SP6 PC with no local admin rights
Domain user has no admin rights on Terminal Server

Server Info:

Non domain controller Win2K SP4 server running Terminal Server

Does it work when you log on from the same PC as Administrator?
If so, the problem could be that the users don't have permission
to write the licensing information to the registry. Try giving
them Write access to
HKEY_LOCAL_MACHINE\Software\Microsoft\MSLicensing

Yes, the connection worked fine when logged in as local admin. Your
recommendation worked!
