Cannot click on hyperlink in email in Outlook 2003

Suddenly, every time I click on a hyperlink in an email in Outlook 2003, I
get a message that says "This operation has been cancelled due to
restrictions in effect on this computer. Please contact your system
administrator." My IT department says they have not placed any such
restrictions on any computers in the office, and do not know how to remove
this restriction.

Any ideas on how to remove this restriction? I am running XP Pro SP1.
