Outlook 2007 doesnt allow hyperlinks to function.

I an running Vista x64. When I click on a hyperlink in Outlook 2007 I get an
message stating that this operation was cancelled due to resitrictions in
effect of this computer and tells me to contact my system administrator.
I am the administrator, but dont know how to avtive the hyperlinks.
