Cannot change Icons on folders

Windows XP machine, SP2 with all latest security updates etc., inc IE7.

When folders are right clicked on the CUSTOMIZE tab shows but when clicked
on the bottom section of the customize tab, the area that normally allows
ICONS to be changed, has disappeared and ICONS cannot be changed.

We are not trying to change system folder icons just folders created by the
user of the machine.

Interestingly all these folders have suddenly gone READ ONLY, as have all
the files underneath the folders and cannot easily be amended or changed.

Anyone know how to get this feature back or what the process is to fix
this??

Regarding the Read-Only problem-- this is Window's way of designating
customized folders.

I hate that KB.

The first thing that anyone wants to do after only *partially* reading it,
is to run the attrib -r -s command and screw up all of their Special
folders.
