Cannot add printer

OS: Windows XP Pro SP2 build 2600, along with all updates via the web.
Hardware: Dell Latitude D510

Three symptoms:
1) Clicking on "Add a Printer" does nothing, nada, zippo, zilch. I have
already stopped and started the spooler numerous times.
2) Plugged in an HP Deskjet 882C and went through the default install
procedures. Everything looked fine until the very end when I got the message:
"Cannot install this hardware. The specified procedure could not be found."
3) In Outlook, I opened an email message and pressed "Print". (I don't have
any printers installed but expected to get the defaults for Fax, Windows
Document Writer, etc.) and got the following popup:
"The procedure entry point CMP_WaitNoPendingInstallEvents could not be
located in the dynamic link library CFGMGR32.dll."

I'm an experienced user so give me the full fire hose technical solution, if
you can.

OK, I resolved this problem.

I searched around, suspecting that maybe cfgmgr32.dll was corrupt. I found a
download for this file at:
http://www.dll-files.com/dllindex/dll-files.shtml?cfgmgr32
It is dated 5/13/2004.

I went to Windows Explorer and searched for it. The one in my c:\i386 was
actually newer. I replaced it anyway and the problem persisted. Then I found
another copy of the file in \windows\system32 dated 7/11/1996. When I renamed
this one and rebooted the problem went away. The old file must have gotten
installed with some pre-XP software that I am running.
