Cannot Add Outlook Security Settings Folder to Favorites post O2K

We are having an odd issue on Windows XP machines running Office 2000 SR1a
where the ability to specifically add the Outlook Security Settings folder to
the Public Folder Favorites list is affected once Office 2000 SP3 is
installed on the machine. The Favorites entry appears to be copied but is
not visible from any station where SP3 is installed (and therefore cannot be
marked as offline); if we look at a mailbox from a station that is pre-Office
SP3 we can see the Favorites entry for the OSS folder without any problems,
and can add the Favorites entry (and have it show up as visible) where it has
not been already added without any problems. This issue can be duplicated
consistently on any SP3 machine we test with.

Other public folders do not appear to have this problem on the SP3 machines
- just the Outlook Security Settings folder. I have confirmed that I have
full owner rights on the folder itself. I have tried installing the latest
Outlook 2000 Post SP3 Rollup Hotfix (KB 841355) and confirmed it does not fix
the issue.

Is anyone aware of this issue?

That's normal, if unexpected behavior. The Outlook Security Settings folder actually gets added to Public Folders\Favorites for all users and set to synchronize automatically. (That, by the way, is why each user needs to restart Outlook twice after the Outlook Security Settings folder is set up.) It won't be visible, though, and doesn't need to be in order to work. A tool like MFCMAPI or Outlook Spy would show you that it is, indeed, present.

Thank you. This is very helpful to explain the behaviour on what was
observed and our subsequent testing after restarting Outlook twice does
confirm that the OSS features are working as expected when offline, despite
not being visible from the Favorites folder. Much appreciated.
