Cannot access Security Center

Every time I try to access the security center I get: Error 1083: The
executable program that this service is configured to run in does not
implement the service. ...

I recently had to reinstall XP home-and SP2. Could that be the problem and
how do I fix it?

It's likely that the Security Center service isn't running.

You find the services console in Control Panel, under Computer Management.

I have checked and it is not. But I cannot get it to start up from the
computer management screen.
