can receive email but cannot send

When I try to send an email it seems to send it normally but then no one gets
it. I have even sent one to myself and do not receive it. It shows up in the
sent folder. I thought it was a problem with my isp but when I called the man
said it was a problem with windows mail. I also tried to set it up on
microsoft outlook but it did the same thing. Can anyone help me?

It's pretty hard to diagnose this without an error message.

Have you called your ISP back to let them know the same problem
is happening with Outlook?

To narrow the problem down to your ISP, try sending through Gmail.
Get a free Gmail account: http://gmail.com
Then enable your Gmail account for POP:
http://mail.google.com/support/bin/answer.py?hl=en&answer=13273
Then set the account up in Windows Mail:
http://mail.google.com/support/bin/answer.py?answer=13276
Those directions are for Outlook Express, but they will work for
Windows Mail.

Email scanning should be turned off in any anti-virus. Also exclude EML
files from the scan. It provides no
protection not provided by the regular resident protection.
Besides that, McAfee and Norton are not compatible with Windows Mail and
Outlook Express and should be uninstalled. The latest version of Trend's
anti-virus seems to be causing problems too.
