Can not run "regedit"

To remove some viruses' form my computer Norton clean up
process calls me to remove some keys using RegEdit.
I am using Windows 2000 professional I am signed in as
administrator. For some reason when I go Start Run /
Regdit I get a message saying, "The operation has been
cancelled due to restriction on this computer. Contact
your system administrator"
I tried to boot the system in safe mode but when I tried
to run "regedit" I got the same message.

Can you advise me what I can do to be able to access the
RegEdit.

Use the Group policy editor
%windir%\system32\gpedit.msc
User Config\Admin Templates\System\Prevent Access To registry Editing
Tools="Not Configured"

(usually spyware/ junkware that sets this Reg_Dword decimal value to 1)
DisableRegistryTools
HKCU\Software\Microsoft\Windows\CurrentVersion\Policies\System

Also check;
%windir%\system32\gpedit.msc
User Config\Admin Templates\System\
'Don't run specified Windows applications'
'Run only allowed Windows applications'

Did that Patrick and I was able to run REGEDIT again. But only during that
session. Meaning after I reboot my PC, Im unable to run REGEDIT again.

Your help is very much appreciated.
