Can not run/install downloaded exe file.

Running Win XP SP3 Laptop T61. I downloaded a software app which was an exe
file. Double clicking gives me the following error: "Windows cannot access
the specified device, path, or file. You may not have the appropriate
permissions to access the item." I am signed on as adminstrator. This
behavior seems to be new as the same file will execute/install on my desktop
without problem. I have tried to UNBLOCK the file with no success, sometimes
when I double click the file...there is a quick flash on the monitor screen
and nothing...no error. My virus software (Kaspersky) seems to have
identified numerous issues but I end up with no-threats good to go.
I have run chkdsk /F and chkdsk /R and after some indexing issues it fixed
I've had no errors on subsequent runs. I have looked at the
HKEY_Classes_Root\exefile\shell\open\command value and it seems correct. I
have also run two different third party registry cleaners.....and maybe that
is the problem. Anyway I'm about to do a complete restore but hope someone
may have experienced something similar or can point me in the right direction.

Download the processmonitor tool from sysinternals.com. Run it before
reproducing the issue. Check what files have access issues.

Registry cleaners are generally considered bad news. It is likely that they
are the cause of your problem. Use System Restore to go back before running
the cleaners. If this is not possible then reloading Windows may be your
best course of action.

Great article....live and learn. I am now at the following point and still trying to prevent a complete restore. "The system administrator has set policies to prevent this installation." I've looked at numerous suggested solutions .... looking for a permanent cure and maybe some insight as to how to prevent this type or situation in the future. Thanks for you input.

isn't your cup of tea - take the machine to a local, reputable and

Have you tried a System Restore to put you before the point where you ran
your registry destroyer?

Ended up restoring C drive from Acronis true image....had to go back a couple
of months, but things appear to be normal. No problem executing the
downloaded file after the restore. Good-bye to registry cleaners and thanks
for everyones input.
