can not publish web page can't find vti_cnf folder

I tried publishing my site after updating pages and FP 2003 gives me message
unable to create folder vti_cnf this is something new ?? what do I do to
publish my new page changes???

You need to contact your web host and ask them to run a check on the extensions and/or check the
permissions on your account.
