can not open rtf attachments

I can not open attachments that have a rtf extension, the error message
always says (can't create file abc.rtf right click the folder you want to
create the file in, and then click properties on the shortcut menu to check
your permissions on the folder.)
it doesn't matter what folder i select, the same message always comes up I
have created a root folder even and granted it full access to the everyone
group added myself as a user with full permissions even. I am only using
outrlook 2003 no office installed. Please can somebody tell me whats wrong....
