Can not open links in a new window

I am unable to open links into a new window by right clicking and selecting
"Open link in New Window". I am also unable to open links that are defined
to open "target='_blank'" in html. Windows that are using JavaScript to open
into new windows do not work either. How can I resolve this? I am running IE
6 SP1 on XP.
